Less Incompetent Doctors [A17]

Gives you a second chance on surgeries to not fail.
Many times when I'm playing I don't have anyone with that good medicine skill and my best pawn kills anyone they operate on.
Essentially what this mod changes is, if you fail a surgery, the game flips a coin
Tails = Run the same as vanilla game (I.E. you fail the surgery)
Heads = Runs the surgery success chance again (but with no coin flip this time)
