(Depracated) Refuelable passive cooler
Makes the passive cooler refuelable to recuce micromanaging. Cost-wise, there was no change. Unlike the campfire, it will not expire if it runs out of fuel.
Existing safe compatibility: Yes, but all your existing passive coolers will have 0 fuel once you load the game for the first time after activating the mod.
