Simple patch to stop XP loss at skill levels >10
This was designed to be extremely simple and lightweight, for maximum compatability with mods that hitch into the XP system.
The only thing this does, is transpile (patch) a piece of code that decides the XP loss rate at higher skill levels so that it always returns false.
