Long after the War in Heaven the Pax Romana reigns supreme as the central figure in the Federation that unites the Galaxy until it eventually begins to fall into its own corruption and decline. Sensing the crisis facing them a small cult dedicated to the legacy of the Pax Romana's founder, the legendary Julianus Vatinius, pooled their resources and made a partial clone of the first of the Vatinius himself. Due to their only sample being corrupted by decay they had to insert DNA from the cult leader and the resulting "clone" was female. Everybody was fine with this and the child destined to rule over all of the Pax Romana and restore it to glory was named "Juliana."
She was raised to take on this role, honing her skills at oratory and ranged combat like her predecessor was known for, and even grew up bald to the joy of her fellow cultists. Unfortunately the cult was discovered and the majority of its members executed or, like the young Vatinius just barely into her adulthood, exiled.
